Editorial: State Senate's revenue projections are unrealistic

Corrrection: The state Senate tax reform plan assumes 3-percent revenue growth in FY 2014-15 and average revenue growth of 3.525-percent through FY 2017-18. This editorial incorrectly said that the plan projects 4.5-percent annual revenue growth.

In the boom years of the 1980s and 1990s, legislators often encountered a surprise late in the budget process: They’d learn that they would have more money than expected.
