Half a century ago, the North Carolina General Assembly passed legislation that estab-lished what is now the University of North Carolina School of the Arts (UNCSA). As UNCSA prepares to celebrate its 50th anniversary, it is appropriate to ponder the signifi-cance of that legislation – and the vital and increasing need we have for the arts.

The enabling act, passed June 21, 1963, recognized that North Carolina was a leader in support and development of the arts, having been the first state to establish and support a symphony orchestra, an art museum, and an outdoor drama.
