RALEIGH — Thousands packed Halifax Mall on Monday for the 10th week of protests over Republican-backed policies on education, health care, the economy, voting rights and environmental regulation.

More than 60 were also arrested in the North Carolina Legislative Building, joining the nearly 700 others who have been arrested while practicing civil disobedience outside the General Assembly chambers.
