RALEIGH— As negotiators worked privately toward a budget agreement, the North Carolina Senate held an unusual Friday floor session debating legislation addressing Islamic law, overhauling regulations and saving pets in sweltering cars.

Senate Republicans pressed ahead with debate and votes on a dozen bills even though House rank-and-file members went home Thursday — the traditional end to this week’s session— and more than 15 of the Senate’s 50 members were absent. Senators had hoped to keep the full House in Raleigh through the weekend as they aim to adjourn for the year late next week.
