Robert Cardwell’s service began in 1974 at age 16 when he was a volunteer fireman.

He’s spent the past two decades in the Rockingham County Fire Marshal’s office, first as an assistant fire marshal and deputy fire marshal before assuming control of the department in 2004. So he wasn’t the slightest bit surprised when he learned that Frankie Burcham, his counterpart in neighboring Stokes County, was visiting churches to educate them on how to spot and prevent arson.
