RALEIGH — A federal appeals court says North Carolina’s Medicaid office can’t move ahead on cutting in-home services for more than 2,400 disabled adults.

The decision by the 4th U.S. Circuit Court of Appeals in Richmond, Va., took effect Tuesday. A three-judge panel ruled that a 2010 state law cutting personal care services for people who need help with things like cooking, bathing and dressing couldn’t be implemented while it’s being challenged in court.
