State Sen. Dan Blue, D-Wake, testified this afternoon in U.S. District Court that the first time he learned of a new proposal to reform the state’s election law was on the day it came before the Senate Rules Committee.

The initial bill had been 16 pages and dealt only with requiring a photo ID but had ballooned into 57 pages and included several new provisions, including reducing the number of days for early voting from 17 to 10. Blue said he didn’t have time to do what he usually does with proposed legislation — contact his constituents and find out how the proposed legislation might affect them. He also said there was little time for public comments.
